It does a great job explaining the present     situation at State Parks. Three people; one ranger, one     administrative assistant, and one maintenance technician,&amp;nbsp; working     at Fort Flagler were given notices this week that their jobs are in     jeopardy. Needles to say losing any or all of these people will     drastically impact services provided at our park. &lt;br /&gt;&lt;br /&gt;The Friends of Fort Flagler 2011 and 2012 Boards of Directors are     coordinating a letter writing campaign similar the the Save Fort     Flagler campaign I spear headed in 2009. Otherwise, the death spiral begins.&lt;br /&gt;Revenue to operate Washington’s gloriously beautiful state         parks system depends in large part, and soon almost entirely, on         the people willing to pay to use them. If there are fewer parks         to visit, fewer will pay. If fewer pay, you must close more         parks. Close more parks, and fewer pay. If fewer pay, close more         parks ...&lt;br /&gt;Down you go, until there’s nothing left to close.&lt;br /&gt;The death spiral has not yet begun, but the budgetary         fingernails by which the parks are hanging grow weak. This week         the state parks told a third of their full-time staff of more         than 500 that their jobs are “at risk” and may be or will be         eliminated. That includes regional directors and park rangers         across North Central Washington, according to the report from         The World’s K.C. Mehaffey. The staff cuts are part of an $11         million slashing, necessary because too few of us are willing to         pay $30 for the new Discover Pass. Sales of the new pass are far         below projections. They had expected $64 million in revenue in         two years, divided among the beneficiary agencies — Natural         Resources, Fish and Wildlife and parks, with most going to         parks. At the current pace, they will take in $24 million less         than that. Since July, Discover Pass sales brought in just $7.2         million. Apparently, we are not fond of the idea.&lt;br /&gt;You can’t pay park employee salaries with nothing in the         budget. It is difficult to keep parks open, and impossible to         maintain them properly, without employees, but they must lay off         employees or close parks. To say this is a bad situation is         below understatement.&lt;br /&gt;Maybe reality will hit home, before it is too late. Those of us         who use state parks and expect them to be open and in reasonably         good condition, have to realize we must pay for the privilege.         And it is a privilege. There are no constitutional rights to         mowed lawns and clean restrooms. The legislators trying to pay         for more than they can afford have no basket of parks money they         are holding back for their pet programs. If parks are to survive         through this recession in the condition we have come to admire,         respect and enjoy, we have to pay to get in. Right now, there’s         no other way.&lt;br /&gt;The daily operations of state parks once were funded mostly by         appropriations from the state’s general fund. That’s one of the         big budgets the Legislature hacks out every two years. But,         funding for schools, health care, public assistance, public         safety and all the other things we expect of government come         from the same pot. Demand rises — and for things like health         care and education, there is no choice but pay. At the same time         revenue from taxes is falling. The appropriations for the         optional luxuries, like state parks, have to go. The state parks         that recently received three-quarters of their operating budget         from the general fund, now get a mere 12 percent from that         source. The next budget, say legislators, it’s zero.&lt;br /&gt;Nothing. No tax revenue for day-to-day operations. Nearly all         of it has to come from users. &lt;br /&gt;Something must be done to make the Discover Pass more popular         and useful. Currently, the pass is good for one vehicle, and         cannot be transferred. This is seen as a major pain by typical         parks users, who might take their truck on camping trips and         their minivan to go swimming at Lincoln Rock. People who think         parks are worth a $30 permit don’t think they are worth $60, or         $90. Rep. Kevin Ranker, D-Orcas Island, has introduced a bill         that would make the pass good for two vehicles instead of just         one. That seems a reasonable marketing decision, and the bill         should be passed soon.&lt;br /&gt;Otherwise, beware the death spiral.&lt;br /&gt;Tracy Warner’s column appears Thursday and Friday. color: white; float: left; margin-bottom: 1em; margin-right: 1em;"&gt;Returning for the third straight year, &lt;b&gt;Friends of Fort Flagle&lt;/b&gt;r     present the &lt;b&gt;Port Townsend Summer Band&lt;/b&gt;, &lt;b&gt;Saturday August       27 at 3 pm&lt;/b&gt;.&amp;nbsp; The goal of the band is to perform concerts in a     style reminiscent of those that were popular from the late 1800’s     through the 1950’s.&amp;nbsp; The band plays a mixture of&amp;nbsp; concert pieces and     marches.&amp;nbsp; Some of the pieces on the program include: "The Duke of     Marlborough" Fanfare     by Percy Grainger, Blue Tango     by Leroy Anderson, Revival March     by John Philip Sousa, and The Stars and Stripes Forever     by John Philip Sousa. This concert will be a special treat from     years gone by. Bring a blanket and picnic on the lawn. The Discover     and Access pass are not required to attend this event,&amp;nbsp; however both     passes support our parks so please purchase one so you can enjoy     other parts of Fort Flagler. The doors will be open at 2:30 PM for light refreshments and conversation with a short business meeting to follow at 3:00 PM.&amp;nbsp; &lt;br /&gt;&lt;br /&gt;At the conclusion of the business meeting, author and historian Terry Buchanan will present an illustrated summary of his newly released book &lt;em&gt;&lt;strong&gt;"FORT CASEY - The History of Fort Casey and the Defense of the Pacific Northwest"&lt;/strong&gt;.&lt;/em&gt;&amp;nbsp; Friday the     Annual     Hurdy-Gurdy Concert begins at 8 PM. Well If you missed out last concert I hope you were having as really, Really, REALLY good time; cause we sure did. Doug and Telisha were great. Not only did we hear great music we also learned insider stuff about the east coast like the difference between can't and cain't. They are a great couple who are welcome back any time. Just the light took several long days of work and expert help from our Searchlight friend David Orlando with California Searchlights. We knew the Herculese engine was OK after Howard did some fine tuning. Right on schedule just as we were about to fire the engine and flip the switch for the light it started to rain. However, the past several weeks have been a very special part of Bill’s valuable service to the park. He has, in fact, been walking on the same worn floor boards on which his Grandfather Bell walked ninety years ago! Captain Herbert Yeomans Bell, the grandfather, was a physician at Fort Flagler from 1917 through early 1919. It was in the Fort Flagler Post Hospital, built in 1905, in which he served and it is in this same hospital that William Bell has been devoting a lot of time and talent in the past several weeks. The Friends of Fort Flagler have been renovating the first floor of this wonderful old building for quite some time. However, the members of this group have had their restoration time limited by their work in other areas of the park and, this past  summer, by the very long hours involved in preparing for and presenting the FOFF concert series. Mike Zimmerman, Park Manager, recently assigned William Bell to assist the Friends with the hospital project. The results have been great! Bill is currently working on the remodeling of the two hospital bathrooms, adding his own artistic touches to the construction. A recent article in the Port Townsend Leader featured this volunteer at work. William Bell is very proud of his grandfather and is happy to show you his photo which is displayed in the office of the hospital. But we think his grandfather would also be very proud of the long hours and very fine work that Bill has contributed to Fort Flagler State Park! August is coming, this is the great North West.  It appears that not too many people are willing to take a chance on a new performer but 146 adventurous souls turned out to listen to Danny sing and play. Everyone certainly came prepared, there was wine, cheese , grapes and flat bread; some down, polar flees and a few blankets. It all came in handy befor the evening was over.&lt;br /&gt;&lt;br /&gt;John M. introduced the show this week and noted that this concert marked FOFF stepping into the big time. Danny is the first performer to have an agent, there was a written contract and all that kind of stuff. John also talked about the fact that concerts have become a major source of income for Friends of Fort Flagler. Donations received for concert attendance stay in the park and are used for projects  like the restoration of the Hospital building, purchasing fliers for the Park and Learning Center, and the restoration of the  1942A GE Searchlight.&lt;br /&gt;&lt;br /&gt;Danny is a folk singer, that means his songs have more than five words and you can actually understand the stories his tunes are telling. There were stories ranging from  the night he had a few too many to the adventures of a frog. Danny accepted the loan of a flees jacket and we put the halogen lights intended to wash the back wall on stage during intermission to help keep Danny warm.&lt;br /&gt;&lt;br /&gt;I think it was another great concert everyone seemed to be having a great time. I received an e- mail from a lady in Seattle who attended Danny's concert there on Sunday. She said Danny mentioned his evening at Fort Flagler and how much he enjoyed his visit, she also recommended some performers from India that we might want to consider for next year. On one such trip the ship Clan McPherson docked at Point Wilson, carrying 2,000 barrels for Fort Casey, 1,060 barrels for Fort Worden,and 5,850 barrels for Fort Flagler. Once again and as usual they were terrific.&lt;br /&gt;The day was all we could have asked for and more. Blue skies, fluffy clouds a gentle breeze. We started setting up for the concert at 5:30 because we had a few surprises that need a bit of extra work.&lt;br /&gt;To celebrate the holiday we suspended a flag above and behind the stage which took a bit of engineering to accomplish. I had intended to use 100 lb test mono-filament fish line to make the flag appear to float behind the performers. In a place surrounded by water and loads of fishing enthusasts wouldn't you think it would be easy to find. Either local  fishermen have low expectations or our local retailers don't stock very much product now days. I found lots of 4- 20 lb but nothing approaching 100 lb. I finally settled for sein line that I found at Sea Marine. I figured 800 lb test would probably work and it did survive several carpet apes doing chin ups on it during intermission so it worked out well . We had measured the lines on Wednesday so getting the flag in place went quickly and we thought it looked pretty darn good. I'm not sure what the mono-filament would have done but I never really figured that 800 lb. test line would stretch. About 20 minutes after we had the flag flying proud I looked up to admire our work  and the flag had settled about three feet. Carol and John M. did all the leg work and rented it from Hadlock Building Supply. Other than running an extra extension cord installation was no big deal. It is so nice to have power readily available now. Although the setup was easy John kept very busy the rest of the evening popping, and with Carol's help bagging the corn. Everyone seemed to appreciate the free munchies.&lt;br /&gt;It was a fantastic evening. Together with the Deadwood Revival groupies lots of people turned out to hear some great singing, banjo picking, and fiddle playing. We had our largest crowd of the year so far 266 people, multiple very well behaved dogs, and a few birds. Guess the popcorn was too much to resist. Obviously you missed the first concert, you missed the first show with our new mixer and speakers, and you missed the first time we have operated without a portable generator.&lt;br /&gt;&lt;br /&gt;We kicked off our Concert Season again this year with Hank &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_0"&gt;Cramer&lt;/span&gt; who came through  with an outstanding performance. His mix of sea shanties, cowboy ballads and great stories provided wonderful &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_1"&gt;entertainment&lt;/span&gt; for all. Somehow Hank's rugged cowboy and seafarer demeanor just makes him right for the iffy conditions that go along with the the first concert.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-style: italic;"&gt;By the way, if you click on the picture it will get bigger, use your back key to return to the text&lt;/span&gt;.&lt;br /&gt;&lt;br /&gt;After what had been a sunshiny balmy day just as we got under way a marine layer moved in and the wind picked up. It was quickly less than warm. Hank  provided us with a mantra, "it's not as cold as last year". Ray and Mary were wrapped in blankets but Pat and Bobbie sitting right behind them who just had on open coats seemed quite comfortable. We all managed to survive. I'm sure the combination of clapping hands and stomping feet to the beat of Hank's songs kept us all warm and in good spirits.&lt;br /&gt;&lt;br /&gt;The sound system, mixer and speakers showed up at Cross Roads music around 2 pm on Friday afternoon, talk about "just in time" delivery. With the help of the instruction manual and our two cats I hooked up the cables to the mixer and the three foot high speakers in our living room. OK one final check, all the dials and rocker switches in the correct position. Power on, green light , test, &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;tesT&lt;/span&gt;, TEST nothing. No problem, I went through all the &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_3"&gt;instructions&lt;/span&gt; again, checked all the switches, OK power on, green light. test, &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_4"&gt;testttt&lt;/span&gt;. TEST !!!. NOTHING. The concert is less about 24 hours away. I resisted several primal urges and went outside to enjoy the sun. While watching a sea gull harass an eagle I remembered. John M. had insisted that we purchase microphones with switches. Back inside, power on, green light, test, the pictures moved on the walls and both cats lost one life. Turned down the volume test, wow does that sound nice. I sang the Star Spangled banner twice. Needless so say the sound system sounds wonderful and I'm sure everyone will be able to hear performers in the future. I think we could &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_5"&gt;peel&lt;/span&gt; the moss off the walls of Battery &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_6"&gt;Bankhead&lt;/span&gt; if we wanted to.&lt;br /&gt;&lt;br /&gt;Some people say they miss the hum of that cute little Honda generator. They say it softened the treble notes and helped them doze off as they enjoyed the music. Well I don't miss laying out and coiling up 125' of 10 gauge extension cord or helping lift the generator on and off a truck twice a concert. Now it's just like those rich people who live in big houses. We just plug a power cord into an outlet and &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_7"&gt;zowie&lt;/span&gt; it works. It took the Wednesday Work Crew several weeks to fish conduit, pull cable, and connect up all the wires but now we have AC power right to the stage. Thank you to Don C. and the &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_8"&gt;electricians&lt;/span&gt; from Olympic Electric for helping make this come together.   &lt;br /&gt;&lt;br /&gt;Well that was pretty much the first concert, I hope you can join us for the rest of the season. Constructed between 1901 -1902 at a cost of $89,585.00 the battery was intended to hold 8 12-inch mortars. The guns cost $23,000, weighed 29,000 pounds and were capable of firing a 700 pound projectile 9 miles. Can you imagine how loud they were?&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:lucida handwriting;"&gt;The battery was named for Brevet Brigadare General Henry Clay Bankhead who graduated from West Point in 1850. He took part in many Civil War battles and campaigns, and was brevetted for gallant and meritorious service in the battles of Gettysburg, Spotsylvania, and Petersburg. Concerts are the source for a large part of FOFF annual income as well as what has proven in the past to be a popular event for locals and park visitors as well. Preparations are well under way to install commercial power to Battery Bankhead, new chairs have been purchased, and a new sound system is on order promised to arrive "just in time".&lt;br /&gt;This year along with the normal hustle and bustle and last minute preparations, we are faced with a severs personnel shortage. The couple who helped prepare news articles and event fliers are off on a four year "life adventure" exploring all there is to see in our great country. The couple who collected donations at the gate were presented with some health issues and were forced to move back to their home in Florida. Our Concert Committee is down four very productive people.  We are beginning to wilt and the season is barely underway. HELP!&lt;br /&gt;If you have any experience writing short newspaper articles, creating and producing event fliers, working a sound mixing board, or are willing to collect money from people who want to give it to you, we need your help.&lt;br /&gt;Our first concert is June 27 featuring Hank Cramer, followed a week later on July 4 with Deadwood Revival. Board member Carol Maki began this project a few years ago when she realized that while a lot of people knew about the guns and batteries of the original fort, there seemed to be very little known about the people that lived here. And being a retired professional genealogist, she had some good ideas about how to remedy this situation. As of June 2009, there are 548 people in a computerized index. These 548 individuals include those that were at the fort as soldiers, officers, wives, children, servants and civilian employees, circa 1898 through about 1915. It also includes some military personnel that were only at the fort for a short time, perhaps participating in a trial, perhaps as a patient at the hospital. Information in this index may include name, rank, occupation, source (how we know they were at FF --- census, monthly sheets, family letters, etc.), date of birth, place of birth and when they were at the fort. An expanded index adds parents, children and siblings of the 548, with a current total of over 1,200 people. In the coming months, we will bring you a few stories of these people, including Lt. Chester Loop, whose son was born at Fort Flagler in 1910; Blanca Guiteras, born in Cuba in 1848 and living with her husband, Captain John Deane Charles Hoskins, and their daughter Jennie, at Fort Flagler in 1900; Dr. Elbert Elvero Persons, who made many of the decisions in the construction of our 1905 hospital building; and Manford Cleveland Turman, who came over from Fort Casey in 1903 for surgery at Fort Flagler, and did not, perhaps as a testimony to the care he received, die until 1963, in Idaho Falls, Idaho! The meeting is expected to last a maximum of 2 1/2 hours so it should be over by 12 noon. Rex Derr and parks staff will present their plan to cope with severe budget cuts primarily dealing with personnel and maintenance issues.  At this time all parks are safe pending the success of the "Opt Out" plan. Thanks to some fourteen volunteers the project was a Great Success, they removed seven truckloads of winter downfall from the campsites, swept off all the picnic tables, and cleaned all the fire pits.  So Thank you Bob, Beckie, Jim, John, Steve, Mike, Scott,Bob, and six great kids from our local high schools doing Community Service work. Some pictures of the finished project are featured in a slide show at the bottom of the page. The slate work is finally finished after what seems to be forever. Not only is there new slate but two ventilators have all been replaced with new metal and the third that was missing has been installed. Next phase will be replacing and repairing the siding. What that means is what you bring in  you get to either take home with you or you can recycle or throw away yourself. To make it all a little easier dumpsters were placed at three convenient locations around the buildings on new concrete pads. Friends of Fort Flagler contributed the dollars for the concrete and the WWC helped pour and finish the pads. The original plan was to tap into the power going to the Fish Lab on Marrowstone Point but concerns over potential outages during construction led to a new line being required.
